Who Was Howard County Named After? The Story Behind the Name

We say the name Howard County every day. It's on our road signs, schools, businesses and addresses. But have you ever stopped to wonder:

Who exactly was Howard?

The answer takes us back before Howard County even existed—and all the way back to the American Revolution.

Meet John Eager Howard

Howard County was named in honor of John Eager Howard, who lived from 1752 to 1827. He was a Revolutionary War officer who later became an important Maryland statesman and served as the state's fifth governor.

That Revolutionary War connection makes the story especially interesting in 2026, as America celebrates the 250th anniversary of the Declaration of Independence.

Howard County Wasn't Originally Howard County

Here's something many longtime residents may not realize.

The land that makes up modern Howard County was once part of Anne Arundel County.

In the late 1830s, the area was separated administratively and became known as the Howard District of Anne Arundel County. Howard County's own history records the district designation in 1839, while Maryland State Archives records trace its legislative creation to acts beginning in 1838.

The name honored John Eager Howard.

At first, however, Howard was still a district rather than an independent county.

1851: Howard County Is Born

That changed in 1851.

Maryland's Constitution of 1851 recognized Howard District as a separate county, making it the 21st of Maryland's counties. Ellicott City became—and remains—the county seat.

Think about what Howard County looked like then.

There was no Columbia.

No Route 29 as we know it.

No sprawling suburban neighborhoods connecting Ellicott City, Clarksville, Fulton and Elkridge.

The area's economy and identity were closely tied to agriculture, milling and transportation. The Ellicotts had already helped turn Ellicott's Mills into an important milling and manufacturing center, while the arrival of the B&O Railroad had connected the area to a transportation revolution.

From Howard District to the Howard County We Know Today

The transformation since then has been remarkable.

For generations, Howard County remained largely agricultural. Then another enormous chapter began during the 1960s with the development of Columbia.

Led by developer James Rouse and the Rouse Company, the planned community was created from more than 14,000 acres beginning in the mid-1960s. Construction began in 1966, fundamentally changing Howard County's population and development patterns.

Yet even with all that growth, pieces of the county's earlier history remain everywhere.

Historic Ellicott City, Savage Mill, the Patapsco Female Institute, old farms and roads, and other historic sites give us glimpses into the communities that existed long before today's neighborhoods were built.

A Name With More Than 170 Years of History

So the next time you hear someone say Howard County, remember that the name itself is a piece of Maryland history.

It honors John Eager Howard—a Revolutionary War soldier, Maryland governor and statesman—and has been associated with this community since the creation of the Howard District more than 180 years ago.

From a largely rural district of Anne Arundel County to one of central Maryland's major communities, Howard County has changed tremendously.

But the name stayed.

And sometimes the stories behind the names we see every day are some of the best local history stories of all.
